FRIENDS OF ATWATER VILLAGE AND THE ATWATER VILLAGE CHAMBER TEAM UP TO MAKE OUR VILLAGE “SPARKLE & SHINE”

Atwater Village community groups awarded beautification grants through L.A. City Council President Eric Garcetti’s “Clean & Connected Communities” initiative

Atwater Village, CA – Los Angeles City Council President Eric Garcetti initiated a community beautification grant program for communities within Council District 13, which includes Atwater Village. The grant initiative, titled “Clean and Connected Communities,” has the vision of beautifying and improving neighborhoods while encouraging community collaboration.

As part of a team effort the Atwater Village Chamber of Commerce and Friends of Atwater Village (FAV) was awarded a $2,500 grant for their “Make ‘em Sparkle Make ‘em Shine” beautification project. This joint project will focus on sprucing up the commercial corridors of Glendale Blvd and Fletcher Dr. “Make ‘em Sparkle Make ‘em Shine” will entail steam cleaning, repairing and painting of the historic tile trash receptacles; as well as repainting and replanting the plant containers all along Glendale Blvd. Fletcher Dr will get its graffiti abatement murals cleaned and touched up – including a fresh application of anti-graffiti coating. The river rock parkway at the corner of Larga Ave and Fletcher Dr will also get weeded and cleaned. This spruce up will take place in conjunction with a neighborhood wide cleanup scheduled for the fall.

The Atwater Village Neighborhood Council was also awarded a separate grant and will be working on improving and beautifying the landscaping of the median down Glendale Blvd.

ATWATER VILLAGE CROSSING (ATX) SEEKS SEVERAL LAND USE VARIANCES TO EXPAND ITS OPERATIONS ON CASITAS AVE


Atwater Village Crossing (ATX), dba West Casitas LCC, is seeking various land use variances to allow for a public restaurant and theater uses otherwise not permitted on a light manufacturing zoned (MR1-1) property. The property in question is located at 3229-3269 Casitas Ave in South Atwater Village.

ATX is specifically seeking a variance to allow for:
  •  23 shared parking spaces between daytime uses of the ATX complex and evening parking for the restaurant theater performances. 113 parking spaces would normally be required but only 90 parking spaces will be provided.
  • The sale of beer and wine for on-site consumption in conjunction with a public restaurant occupying 7,940 SF with 231 seats and live entertainment operation 24 hours daily.
  • Permit the sale of beer and wine for on-site consumption in the lobby areas of the proposed theater occupying 9,987 SF with 179 seats.
  • And the adoption of a “Mitigated Negative Declaration” (MND) for the entire project.

Atwater Village stakeholders seeking to provide input directly to the L.A Department of City Planning should attend a public hearing scheduled for May 4, 2011.

COMMUNITY REDEVELOPMENT AGENCY OF LOS ANGELES SEEKS TO CREATE REDEVELOPMENT PROJECT AREA IN ATWATER VILLAGE


The Community Redevelopment Agency of Los Angeles (CRA/LA) is seeking to create a redevelopment project area in Northeast Los Angeles that would include a significant portion of Atwater Village, Cypress Park, Glassell Park (including Fletcher Square area), and all of Elysian Valley (Frogtown).

The proposed "project area" in Atwater Village would include all of Atwater’s northern industrial area, including the residential area between Chevy Chase Dr and Goodwin Ave. A smaller area would encompass all residential and commercial properties between Fletcher Dr and Carillon St., this would also include all industrial and some residential property along the Seneca Ave / Casitas Ave corridor. Redevelopment areas are designated areas with the City that have been established to maintain and increase the supply of housing for low and moderate income households, including section 8 housing, renovate or remove and replace deteriorated and dilapidated structures, foster job creation and establish a climate that will attract and sustain private investment. The redevelopment would be a comprehensive effort to eliminate blight and otherwise improve an area through a commitment of public funds and actions including the use of eminent domain. Redevelopment usually entails constructing and rehabilitating housing, improving public facilities, promoting employment opportunities and encouraging private investment.

CRA/LA funds their redevelopment projects thru incremental property taxes. The CRA/LA would receive a portion of those taxes in excess of the taxes collected prior to the creation of the project area.

CRA/LA representatives are currently doing outreach to neighborhoods within the proposed project area. They plan to make presentations to local groups, administer an opinion survey and learn more about the area.

AT&T SEEKS TO INSTALL ANOTHER CELLULAR ANTENNA TOWER IN ATWATER VILLAGE


AT&T is once again seeking to install a massive cellular phone antenna tower in Atwater Village. The proposed site is located at 3460 Glendale Blvd (as known as 3494 Casitas Ave). This site is also being considered for a community park thru Prop 84 funding.


AT&T is specifically seeking a Conditional Use Permit for the installation, use and maintenance of a wireless telecommunications faculty (cell phone tower) in the form of a 45-foot tall “monopine” structure. The tower will house a 12 panel antennas mounted on top, with 6 equipment cabinets and a GPS antenna located at the ground level.

The cell phone tower would be fully visible to both drivers and pedestrians from Glendale Blvd, Casitas Ave, Seneca Ave and Topock St in Central Atwater Village.

Like past efforts AT&T has expedited their application in what some believe is an attempt to circumvent community input. The period for review and comments ends April 7th, 2010.

The Annual Atwater Village Street Festival is slated for Sunday June 13th, 2010. The Street Festival is organized by the Atwater Village Residents Association (AVRA) and the Chamber is looking forward in participating this year.

In commemoration of Atwater’s 100 year anniversary this years’ festivities promises to bigger then years past. To help accommodate a bigger and grander festival all Glendale Blvd west-bound traffic lanes will be closed between Glenfeliz Blvd and Brunswick Ave.

The California High Speed Rail Authority (HSRA) is quietly developing plans that could require the seizure of numerous Atwater Village private properties that lie alongside the railroad corridor thru eminent domain. The HSRA seeks to add 10feet to the existing right-of-way along Atwater’s railroad corridor between the 2-freeway and the 134-freeway for constructing a high-speed rail system.

Properties in danger of being seized includes commercial and industrial properties that lie alongside the railroad corridor along Casitas Avenue, Store-it-All between Glendale and Los Feliz Blvd’s, Costco on Los Feliz Blvd, and other commercial properties along Alger Street.

Properties in Glassell Park and the City of Glendale may also be seized and demolished by HSRA. Properties included the historic Valley Knudsen Dairy building on Fletcher Drive and all residential homes on Gardena Ave.
