PROPERTY OWNERS OF CHURCH SITE BEHIND BEST BUY / COSTCO ON LOS FELIZ BLVD SEEKS ENTITLEMENTS TO INSTALL A NEW CHARTER SCHOOL

The property owners of 4231 N. Perlita Ave (2861 Los Feliz Blvd) in Atwater Village are seeking a conditional use permit to allow the use and maintenance of a new Charter School (Kindergarten through 6th grade). They seek to accommodate a maximum of 280 students, with the hours of operation from 8:00am to 6:00pm Monday through Friday (with occasional nighttime and weekend use for special meetings or activities) in conjunction with the existing church and Sunday school use (New Hope Chapel). As proposed, the 4 existing modular building will be replace with 9 modular buildings (7 containing classrooms and 2 containing administrative offices and a library). All vehicle and pedestrian access will be restricted to and from Los Feliz Blvd, thru the Best Buy / Costco entrance at Los Feliz Blvd and Revere Ave. No physical alteration or change in use of the existing asphalt parking lot area is proposed.

4231 N. Perlita Ave (2861 Los Feliz Blvd) was once part of the 45-acre former Franciscan Ceramics facility. This ceramics facility was used to manufacture ceramic tile, dinnerware, and clay pipe from approximately 1905 to 1988. Excess unfired glazing material that contained hazardous concentrations of lead, cadmium, and zinc was deposited in low-lying areas of the facility property. Remediation work conducted in 1990 included excavation and off-site disposal of contaminated soil and placement of a clay cap over contaminated soil that still remains on the property. The Department of Toxic Substances Control (DTSC) established a groundwater-monitoring program and continues to monitor the site.

The first earth day was held on April 22, 1970 in the form of a public teach-in as a response to widespread environmental decay. This nationally recognized observance celebrates its 40th birthday this year.

We here at dtox would like to show our support of earth day for the entire month of April. During this month we will be partnering with Friends of Atwater Village to help beautify our neighborhood.

As a "hands-on" group of local volunteers, Friends of Atwater village (FAV) is dedicated to keeping our village clean & green all year round. However, for springtime, FAV especially gears up to spruce up Atwater Village and do something for mother earth too.

FAV will be conducting their annual "Atwater Village neighborhood spring clean-up." FAV’s clean-up event is a neighborhood-wide effort of community volunteers rolling up our sleeves to pick up the garbage, do some weeding, and just make things shine. After a good cleaning, it is time to get things green! In April, earth month 2010, FAV will be planting drought-tolerant plants all along Glendale Blvd. In May, FAV wraps up their springtime efforts by sponsoring a site along the Los Angeles River (in Atwater Village) for Friends of LA River's annual Gran Limpeza. GLENDALE REDEVELOPMENT AGENCY NOTICE OF AVAILABILTY /COMPLETION FOR THE MITAA PLAZA PROJECT DRAFT ENVIRONMENTAL IMPACT REPORT

March 4, 2010

The Glendale Redevelopment Agency, acting as Lead Agency, has completed a Draft Environmental Impact Report (EIR) for the Mitaa Plaza Project. This document has been prepared in accordance with, and pursuant to, the California Environmental Quality Act (CEQA), as amended; Public Resources Code, Section 21000 et seq.; and the “Guidelines for Implementation of the California Environmental Quality Act” (State CEQA Guidelines), California Code of Regulation, Title 14, Chapter 15000 et seq.

The Project is within the City of Glendale San Fernando Road Corridor Redevelopment Project Area. The project involves a 2.1-acre site bounded by Fernando Court to the north, Gardena Avenue to the east, Los Feliz Road to the south, and Southern Pacific Railroad right-of-way to the west. The four existing structures on the project site, which are currently vacant, were previously occupied by light industrial and warehouse uses. These structures would be demolished to accommodate the Project.

The Project would consists of a five level commercial building, one level of which is subterranean, with an attached nine level parking structure, two levels of which are subterranean. Specifically, the proposed Project includes a 25,000-square-foot day spa facility, a 36,000-square-foot market, approximately 26,880 square feet of additional retail commercial space, 11,200 square feet of restaurant space, 32,000 square feet of professional office, 32,000 square feet of medical office space, and 597 parking spaces. The medical office space may consist of commercial condominiums to enable individual ownership of the tenant space. The commercial building would be four stories above grade and the parking structure would be six stories above grade. The maximum height of the structures would be approximately 76 feet above grade

LARGE “BIG BOX” COMMERCIAL DEVELOPMENT GETS FIRST APPROVAL, ATWATER VILLAGE NC MEMBER LENORE SOLIS EXPRESSES HER SUPPORT FOR THE PROJECT

The proposed Mitaa Plaza Project at 435 West Los Feliz Road in the City of Glendale got initial design approval from the Glendale City Council.

The rectangular 2.1-acre Mitaa Plaza site is within the San Fernando Road Corridor Redevelopment Project Area and is bounded by Fernando Court to the north, Gardena Avenue to the east, Los Feliz Road to the south, and the Costco Site in Atwater Village (Los Angeles) to the west.

The “big box” project includes a 5-story commercial, mixed-use development, one level of which is subterranean. The project would include a 36,000 square-foot supermarket (possible Korean supermarket) on the basement level; 33,065 square feet of retail and restaurant uses on the ground floor; 5,025 square feet of retail space and a 25,000 square-foot health spa on the second floor; approximately 32,000 square feet of general office space located on the third floor; and 32,000 square feet of medical office space on the fourth floor. A nine-level parking garage, two levels of which would be subterranean, containing approximately 597 spaces, would be located on the western portion of the project site.

Atwater Village Neighborhood Council (AVNC) Board Member Lenore Solis expressed her opinion that the Mitaa Plaza would be “great community asset”. However, Solis did not clarify how the “big box” commercial development would benefit Atwater Village’s small business community, including small retail shops on Los Feliz and Glendale Blvd’s.

ATWATER VILLAGE NEIGHBORHOOD COUNCIL MEMBER “MOONLIGHTS” IN LOS FELIZ

Atwater Village’s Business Representative, Jeff Gardner, was recently appointed to the Board of the Greater Griffith Park Neighborhood Council (GGPNC). At the September 15th, 2009 GGPNC meeting Gardner was appointed to the board as its Recreational Interests Representative. He received a total 12 out of a possible 18 votes.

The GGPNC serves the Los Feliz / East Hollywood area and shares an extensive boundary with Atwater Village. The shared boundary comprises the Los Angeles River from the Hyperion Bridge to the 134 Freeway. In addition, both communities have communal stakes in recreational resources along the Los Angeles River and inside Griffith Park.

Gardner presently serves on the Atwater Village Neighborhood Council (AVNC) Board as its Business Representative. His current term on the AVNC Board is scheduled to end in March 2010 and due to term limits he is not eligible to run for reelection.

Jeff Gardner has not publicly announced if he will or will not resign from his position on the AVNC Board to pursue his interests in Los Feliz. Nor has he indicated how he plans to reconcile conflict-of-interest concerns that could arise from representing two very different communities that may not see eye-to-eye on a wide range of issues.
