PROPERTY OWNERS OF CHURCH SITE BEHIND BEST BUY / COSTCO ON LOS FELIZ BLVD SEEKS ENTITLEMENTS TO INSTALL A NEW CHARTER SCHOOL


The property owners of 4231 N. Perlita Ave (2861 Los Feliz Blvd) in Atwater Village are seeking a conditional use permit to allow the use and maintenance of a new Charter School (Kindergarten through 6th grade). They seek to accommodate a maximum of 280 students, with the hours of operation from 8:00am to 6:00pm Monday through Friday (with occasional nighttime and weekend use for special meetings or activities) in conjunction with the existing church and Sunday school use (New Hope Chapel). As proposed, the 4 existing modular building will be replace with 9 modular buildings (7 containing classrooms and 2 containing administrative offices and a library). All vehicle and pedestrian access will be restricted to and from Los Feliz Blvd, thru the Best Buy / Costco entrance at Los Feliz Blvd and Revere Ave. No physical alteration or change in use of the existing asphalt parking lot area is proposed.

4231 N. Perlita Ave (2861 Los Feliz Blvd) was once part of the 45-acre former Franciscan Ceramics facility. This ceramics facility was used to manufacture ceramic tile, dinnerware, and clay pipe from approximately 1905 to 1988. Excess unfired glazing material that contained hazardous concentrations of lead, cadmium, and zinc was deposited in low-lying areas of the facility property. Remediation work conducted in 1990 included excavation and off-site disposal of contaminated soil and placement of a clay cap over contaminated soil that still remains on the property. The Department of Toxic Substances Control (DTSC) established a groundwater-monitoring program and continues to monitor the site.
