The Community Redevelopment Agency of Los Angeles (CRA/LA) is seeking 3 million dollars thru a Housing & Urban Development (HUD) grant to “update” the Northeast Los Angeles (NELA) Community Plan, a land use plan that includes Atwater Village. The 3 million dollar grant would allow CRA/LA, together with the Departments of Planning and Transportation, to modify the NELA Community Plan. The grant and the ensuing modification of the Plan would in effect “compliment” CRA/LA’s current effort to create a redevelopment project area in the Northeast communities of Atwater Village, Glassell Park, Cypress Park and Elysian Valley.
The NELA Community Plan has long protected Atwater Village from overdevelopment and created a more “village friendly” land use environment by downgrading high-density residential / commercial zones. CRA/LA has not disclosed what modifications they are seeking. Nor have they outreached to inform or even solicit input from NELA communities about their efforts to modify the Plan.
At a recent community meeting, CRA/LA Associate Planner Alison Becker stated that existing zoning and community plans within the proposed NE L.A. River Redevelopment Project area would not be changed. She also went on to mention that this grant would be used for their “outreach” meetings to the communities to educate them about the proposed study areas. But nothing was said about updating the Northeast Community Plan that could include the proposed NE L.A. River Redevelopment Project.
After conducting a Windshield Survey of the proposed study maps, CRA has hired Tierra West Advisors to conduct a more comprehensive technical study and asset mapping of the blighted and underutilized parcels within the proposed study maps. That study is expected to be completed within six months.
