SEMINAR STARTS ON FOSTERING CIVIC ENGAGEMENT AT SUB-NATIONAL LEVEL
Ulaanbaatar /MONTSAME/ The first annual national seminar of the Fostering Civic Engagement at the Sub-national Level (FOCE) Program kicked off Tuesday in the Civil Hall, State House.
Co-hosted by the Asia Foundation (AF) and the Presidential Office of Mongolia, the seminar has brought together national and local government actors, civil society stakeholders and local citizens from FOCE pilot sites to discuss the first year of implementation of the Integrated Budget Law (IBL) and share their experiences to increase citizen participation at the local level. Economy Policy Advisor to the President of Mongolia Mr L.Dashdorj will moderate.
The IBL was passed in 2012 and includes important requirements for local governments to consult with citizens in the allocation of local development funds. In addition to the IBL, the Office of the President has been promoting greater civic participation in local decision-making. The seminar will allow stakeholders in FOCE pilot sites to discuss topics of importance, share their experiences and bring lessons learned to a national stage.
The FOCE program is being implemented with generous support from the Swiss Development Cooperation (SDC) in a total of 16 soums in five aimags including three khoroos (smallest administrative unit in city) in UB. The goal of the program is to increase the transparency and accountability of local governments and contribute to more responsive local government policy making and service provision for citizens, supporting the President's agenda.
