If all Welsh parties and business lobby groups agree that Welsh business needs alternative sources of lending to high street banks,  why has it taken more than 4 years since the banking crashing in 2008 and two recessions to focus minds to put forward ideas or undertake a review of finance and loans in Wales?Any source
