The Community Redevelopment Agency of Los Angeles (CRA/LA) has targeted Northeast Los Angeles (NELA) neighborhoods for inclusion in a new redevelopment project area. CRA/LA is seeking to have these mostly Latino neighborhoods declared officially “blighted” for redevelopment and eminent domain purposes.
The proposed NELA River Redevelopment Project Area would include mostly Latino neighborhoods that lie along the Los Angeles River, including neighborhoods within the communities of Atwater Village, Cypress Park, Glassell Park and Elysian Valley. Neighborhoods need to be declared “blighted” prior to the creation of a new redevelopment project area or for the use of eminent domain. CRA/LA consultant, Tierra West Advisors, will start their “blight survey” this November. Growing concerns about CRA/LA possible motives have left some area residents and small business owners wondering if they may have to confront “Chavez Ravine” style forced relocations. Many in Atwater Village / NELA still remember the forcible removal of an entire population, mainly Mexican-Americans, from the Chavez Ravine community (now home to the Dodgers Stadium) thru the use of eminent domain.
CRA/LA has not publicly acknowledged which parcels are slated to be eminent domained. However, City documents already reveal that discussion of eminent domain is “anticipated” in the not-yet-released Preliminary Report for the proposed project area.
